CONSUMER PROTECTION • PROFESSIONAL NETWORKING • OPPORTUNITY DISCOVERY

Why Professional Real Estate Networking Is Also Consumer Protection

Protect the consumer. Protect confidential information. And preserve the ability of trained and regulated real estate professionals to discover opportunities and bring people together.

⚠ INTERNET & SOCIAL MEDIA SAFETY

Before You Trust an Online Real Estate Connection — Verify Who You Are Dealing With

The Internet makes connecting easier. It does not automatically make every connection safe.

Facebook, LinkedIn, messaging platforms, online groups, classified websites and other social media can be extremely useful for communication, marketing and networking. ICIWorld® uses and supports the Internet and social media as important tools for bringing people together.

However, a profile, advertisement, email, text message or social-media connection should not automatically be accepted as proof that a person is who they claim to be.

Fraudsters can impersonate legitimate people and businesses, create convincing profiles and websites, send false payment instructions, use stolen identities, produce fraudulent documents and increasingly use sophisticated technology to make communications appear genuine.

💰 Fraud Is a Serious Consumer-Protection Issue

According to the Canadian Anti-Fraud Centre, Canadians reported more than $704 million in fraud losses in 2025.

This figure covers many forms of fraud and is not limited to social media or real estate. It illustrates why consumers should take verification seriously whenever money, identity, personal information or financial instructions are involved online.

🏢 Real Estate Deserves Extra Caution

Real estate transactions can involve large amounts of money, deposits, banking information, contracts, personal identification and confidential information.

That makes it especially important to know who you are dealing with before sending money, providing confidential information, signing documents or acting on instructions received through email, text messages or social media.

🛡 Why Registered Real Estate Professionals Matter

One important consideration when deciding to buy, sell, lease or invest in real estate is whether you are dealing with an identifiable, registered real estate professional.

In Ontario, real estate agents and brokerages are regulated by the Real Estate Council of Ontario (RECO) under the Trust in Real Estate Services Act, 2002 (TRESA).

RECO describes TRESA as consumer-protection legislation governing real estate agents and brokerages trading in real estate in Ontario.

Registered real estate professionals operate within a professional and regulatory framework involving conduct, representation, disclosure, confidentiality and other obligations designed to protect consumers and promote confidence in real estate transactions.

Professional registration does not mean that fraud, mistakes or misconduct can never occur. It does mean that consumers dealing with registered professionals have an additional layer of professional accountability and regulatory oversight that may not exist when dealing only with an unknown person encountered somewhere on the Internet.

STOP • VERIFY • CONFIRM

✔ Know who you are dealing with.

✔ Independently verify identities and contact information.

✔ Confirm that an Ontario real estate professional is registered with RECO.

✔ Do not rely solely on a Facebook, LinkedIn or other social-media profile as proof of identity.

✔ Be cautious before sending deposits or transferring funds based solely on an email, text or online message.

✔ Independently confirm banking and payment instructions using a trusted method of communication.

✔ Protect confidential, personal and financial information.

✔ Be particularly cautious when someone creates urgency or pressures you to act immediately.

🔐 ICIWorld Security, Safety & Protection

ICIWorld believes consumer protection also includes education and awareness.

Our Security, Safety & Protection page provides information and resources intended to help real estate professionals and the public become more aware of Internet scams, phishing, impersonation, identity theft, payment fraud and other online risks.

One piece of security information learned today could help prevent thousands of dollars — or potentially much more — from being lost tomorrow.

A SIMPLE PRINCIPLE

Professional Networking and Consumer Protection Do Not Have to Be Opposing Objectives

Properly conducted professional networking can help support consumer protection.

🏢 Real Estate Opportunities Often Begin With a Conversation

Not every real estate transaction begins with a property appearing on an MLS® system.

An owner may say: “I might consider selling if you bring me the right buyer.”

A buyer may say: “I am looking for an apartment building between $5 million and $10 million.”

A developer may say: “I need land for my next project.”

A business owner may say: “I may consider selling, but I do not want my employees, customers or competitors to know.”

These conversations are part of opportunity discovery. With appropriate authority, consent and professional practices, information arising from conversations like these may eventually help create legitimate real estate transactions.

🔒 Confidentiality and Opportunity Discovery Can Coexist

Consumer protection includes protecting confidential information and respecting the instructions and interests of the people involved.

There may be circumstances where general information concerning what someone Has or Wants can be professionally networked without unnecessarily identifying the consumer or disclosing confidential information, subject to applicable law, consent requirements, professional obligations and brokerage policies.

The opportunity can be discoverable while confidential consumer information remains protected.

🌐 More Than Three Decades of Real Estate Information Networking

ICIWorld® has operated as a real estate Information Listing Service and professional networking system since 1994.

Brokers and salespeople use ICIWorld to communicate and search real estate Haves and Wants and to connect with other professionals and potential opportunities.

That experience demonstrates the importance of providing real estate professionals with responsible ways to exchange information, search for matches and make professional connections.

🛡 Why ICIWorld Members Can Provide an Important Layer of Consumer Protection

ICIWorld is a real estate Information Listing Service and professional networking platform designed for real estate brokers and salespeople.

That distinction is important.

ICIWorld provides an information, networking and classified-ad-style environment that helps real estate professionals communicate Haves and Wants, discover opportunities and make connections.

ICIWorld itself does not become the representative of a buyer or seller simply because information appears on the service.

The broker or salesperson involved remains responsible for following the laws, regulations, professional standards, representation requirements, advertising requirements, consent requirements and brokerage policies applicable in their jurisdiction.

The Consumer-Protection Difference

ICIWorld’s professional member network is built around real estate brokers and salespeople who operate within regulated real estate systems.

In Ontario, registered agents and brokerages are regulated under TRESA and RECO. In other provinces, states and countries, professionals are responsible for complying with the applicable regulator, licensing authority, laws and professional requirements of their own jurisdiction.

ICIWorld provides the networking platform. The real estate professional remains responsible for how information is used and for conducting any resulting real estate activity properly.

⚠ What Happens If Professional Networking Becomes Too Difficult?

Consumers and real estate professionals already have countless ways to communicate online. Real estate networking will continue to happen through websites, social media, messaging services, online groups and private conversations.

The question is not whether people will network.

The important question is whether legitimate real estate opportunity discovery should be encouraged to involve identifiable, trained and regulated real estate professionals wherever possible.

✔ ICIWorld Supports Responsible Networking

Our objective is not to avoid regulation. Our objective is to help real estate professionals discover opportunities while respecting consumer protection, confidentiality, consent, TRESA, RECO requirements and applicable brokerage policies.

✔ Protect confidential information.

✔ Obtain appropriate authority and consent.

✔ Follow applicable TRESA and RECO requirements in Ontario.

✔ Follow brokerage policies.

✔ Use appropriate representation agreements and disclosures when required.

✔ Distinguish preliminary opportunity information from an identified property being formally marketed.

✔ When uncertain, obtain guidance from the Broker of Record, RECO or qualified legal counsel.

🏠 MLS® and Information Listing Services Can Work Together

ICIWorld does not view an Information Listing Service as a replacement for MLS®.

They perform different functions and can work alongside one another.

MLS® systems provide an important marketplace for properties formally listed and offered through those systems.

An Information Listing Service can help professionals discover Haves, Wants, buyer requirements and potential opportunities, including information that may arise before a conventional listing is created.

When a connection progresses toward a transaction, the registrant remains responsible for ensuring that required representation agreements, authorizations, disclosures, consents and other regulatory requirements are properly addressed.

🇨🇦 Residential Cooperation and Commercial Real Estate

Residential and commercial real estate do not always operate in the same way.

CREA’s REALTOR® Cooperation Policy addresses residential listings that are publicly marketed. Under the policy, when applicable public marketing occurs, the listing must be placed on an MLS® System within the timeframe adopted by the local board or association, subject to the policy’s terms and exemptions.

Commercial real estate can involve different practical considerations, including confidentiality, investor requirements, business information, land assemblies, development opportunities and targeted professional networking.

Consumer protection is important in both residential and commercial real estate, while the practical differences between the two sectors should also be understood.

🤖 Regulation Should Also Be Ready for What Comes Next

Real estate technology continues to change.

Professional databases, Information Listing Services, referral systems, private networks and artificial-intelligence matching technologies can increasingly help identify potential matches between real estate Haves and Wants.

A sound objective is to protect consumers and confidential information while allowing responsible innovation and legitimate professional opportunity discovery.

A PRINCIPLE WORTH PRESERVING
Protect the Consumer.
Protect Confidential Information.
Preserve Professional Networking.

Real estate professionals should be able to talk to people, discover opportunities, responsibly network information and bring buyers and sellers together while meeting their legal, regulatory and professional obligations.
